The salary requirements you have mentioned is specifically for Tier 2 (Intra-Company) and NOT Tier 2 general in country applications.

I am on PSW, however my employer is not tier 2 license holder and also not wiling to sponsor me. I don't qualify for Tier 1 due to low salary. So no hopes after PSW visa expires.

As hsyasin said, it is a tricky one. If you are in the UK,I'll suggest that you go to the appeal armed with the COS you have just been issued.
