So as my staying away from UK for 1 year is not considered as a ban and now when I apply again after 1 or 2 years for any UK visa, can then HO refuse me on the basis of my CCL-PSW and ask me to serve a 1 year ban?

Hi, No, HO has not explicitly put any ban on me. Since receiving my PSW I neither applied to HO for any kind of visa extension/change nor travelled outside of UK to be caught at port of entry. You will need to score 100 points for switching in to Tier-1 (General) from Tier-1 (PSW). Post Study Work visa hold are only exempt from the interim limit on the number of visa's. Rest rules are same for them as for out of country application.
