If you consider the recommended 10days extra through postal route, you can possibly get before you travel.

If you can take a day off, collecting personally it the best option as it gives you peace of mind for few weeks.

I think you can submit the kids PIO to OCI conversion application along with your OCI application.

I submitted my kid's OCI application along with mine. It is direct OCI application though.

1. No appointment required. You can walk-in, take the token and surrender your passport.

2. No idea. You might be able to ask on the VFS helpline? Reading by the comments in this thread, you might not be able to submit visa application at the same time.
