have you tried to check at 01:00 am instead of 1200 am ?

sept 2017 you entered the uk ? sep 2022 you will have 5 years in the uk, so you can apply 28 days before that date for eg you first entered 01 sept 2017 > 5 years will be done on 01 sept 2022 > less 28 days so 4th aug, so i think you can apply any time after 4th aug this year cause you are on spouse...

i 'd imagine, since you are submitting two jobs, the way it would work is let say you are submitting your application on 1stt week of june and you have to show 12 months of payslip. so it would be a period 1/05/2021 - 31/5/2022 which shows you have met the threshold of £18600 ( a combination of both...
