As far as I know he had only his British Citizenship when he travelled. He wanted to apply for the British passport after returning from India, which he did and afterwards applied for the OCI.

Thanks for your replies.

I shall send an e-mail to grv.jscpv@mea.gov.in, though I doubt anything will come out of it. I urge and hope that others in a similar predicament also voice their dissatisfaction to this rule and complain.
