NON EEA - JOB SEEKER ?

i am a sponsor EEA MEMBER and working full time and paying my taxes
can my husband (non-eea) be registered as a job seeker at the job centre and does he need to pay anything for his EEA4 to be sucessful?

any advice would be great

Does anyone think by writing a complaint letter stating that "I am aware that you should consider the application within 6 months and or after 6 months immediatelly and holding application any longer is violeting EU regulations and we are having lots of financial loss which should be re-paid by HO" ...

I have submitted my application on the 16 February 2009, received my certificate on the 10th April 2009. Submitted supporting evidence that I am employed under Workers registration scheme with 12 months payslips in September 2009. Until today NOTHING. Wrote them letter, complained to MP and Solvit. ...
