SOL jobs

Hi
Could anyone please tell me, how to get a COS from an employer ?
I am finding this info for my friend, who's job is listed in Shortage Occupancy List.
Need to know, how he can apply ( procedures ) or contact employers to issue him a COS.

Any help would be appreciated.Thank you.

Present rules are already very strict, not many can apply.
Net immigration will come down further. If the new government changes the rules, UK will no more be prefered location for immigration.
