one of the questions asks if the applicant has dependents, Do you have any dependants not applying with you at this time?

What is considered a dependent? My wife and I have two young children who are British citizens, would they be considered dependents of my wife (my wife doesn't work)?

I just heard back from my MP, it looks like good news:

I am glad to say that I spoke to them today and they told me that her application was decided on 9 August, to issue her a visa to come to join you.
