I applied and got my ILR in July 2013

When is the earliest I can apply for Naturalisation? Can I apply is June'14 or should wait till July'14?

Yes, your wife will need to take the ESOL test at Level B1. You will need to get your degree certified by NARIC. Head over to their website for more information.
