Reading things more carefully in the dependent application, it looks like I can apply before my decision has come (though of course I risk losing all the fees if I am denied).

I can't answer that question unfortunately, but how is your wife allowed to work as a dependent of a Tier 1 applicant? I thought this was explicitly disallowed?
