I don't know the details about applying for family permit -- but I think you can be still inside UK while your partner is applying -- but do prove that you are exercising treaty rights in the UK and your partner is joining you. I don't know if your partner is eligible to apply for this in France but...

Congratulations, Kafi, for the ends of the long waiting!

Also sorry for the news from bazi but hope everything works out -- maybe better to contact HO to ask the passport back and also tells them why it is urgent, seek advice from them directly -- maybe they would be nice to tell you what to do.

May I ask how you contacted NWCSU? Coz I emailed them twice, once it was an automatic reply saying if the case was over 6 months, they would reply and give you a reference number; the other time which is on Tuesday, they didn't reply to me.

I just called them and was told 2 weeks ago that I was going to hear from HO soon, they told me again that my case is still under consideration and it even not hasn't waited in a queue to be sent back to the applicants!

So disappointed!
