Any advice pls about the new application??? Will they give me answer if I will submit the fresh application to doj.they will charge any fine or not?

Hi guys,, I have got refusal letter from doj.they took atleast 8 months and after they were refused my application of eu residence card.they sent me forms for review our case,, but I don't want to review.so what I need to do?? Any suggestions. They gave me 15 days of time.
