If you are working you do not need CSI.

If you are student you need CSI, being eu or not does not matter..

HO reference number

I have made a SAR a while ago but it was rejected since I did not have HO reference number. Could I provide my National Insurance Number Instead? If not, how can I obtain a HO reference number? Please note that I did not have any correspondence with HO before the SAR.

Filing an EEA3 application will hopefully get confirmation of your PR status. It certainly does no harm to make that application, after all it is a free application, compared to the Naturalisation application which is anything but free. Hold on a minute Permanent Residence and the Indefinite Leave to Remain are the same thing right?? No, wrong. Although the effect is the same.
