I am also in same kind of situation too.
T1 E expires on 01/07/2016
10 years 03/10/2016

Can go for extension on T1 E but will refused as failed invest full funds. What would be my options, shall i still go for extension or use any other form to gain time till September on the 28 days rule??

Hi mate, not to discourage you but if you do not qualify for extension or ILR in your current visa category i.e T1 Ent for reasons such as no investment has been made or no jobs created etc then its very likely that your 10 yr ILR will not be granted as well. Not really sure about this. But if a kid born here but did not travel out of country and does not have obtained passport of their parents country, then he/she will apply for citizenship once parents get ilr. Please refer to policy guidance as HO has clearly mentioned that one full time job means 30 hours per week. Yes you got the correct information. Your baby only need visa if you are about to travel out of country during this period. If not you do not need visa for your baby. and once you got ILR then you can apply for your baby's Citizenship.
And this is from my personal experience of a friend.

I guess under new rules you can't appeal in country. So if you get refused for your visa under PBS, you should travel back to your country and make appeal from there. Correct me if i am wrong.
