I don't know to be honest. You'll have to contact the FRRO and check their requirements. I presume they may expect you to be residing in their jurisdictions. However if that's not a requirement then go for MHA. I believe regional applications from FRROs are also sent to MHA for processing. Guess wh...

I think you have sufficient time to get a replacement. OCI booklets are printed in India so apply at the nearest FRRO and hopefully things will be sorted in reasonable time. I don't know your urgency of travel but if you can, get OCI sorted in UK and travel with peace of mind. If you apply in person at London HCI, then you'll receive OCI within 5 weeks.
