Yes I think we should voluntarily request Home office to raise the fee by extra 1£ and send it by first class. Usually there will be a feedback form at the end of application process. Did your university provide any letter when you first applied for NI. If you still (!) have that letter, that might help proving that you are authorised by the university to work and apply for NI
