Update: Called the passport office and they said it is fine. Just include a note and they will contact the referee.

At this stage of the application there have been no request for any utility bills or bank statement but I guess i will say YES as I will be submitting bank statements in the joint name so will proceed in that manner.

I understand my wife is eligible for ILR in spite of the new rules coming in place in 2018 as all her absences were before that.
Can someone please confirm that?
Also, can someone guide me to a link which will provide a list of documents needed?

But long story short UKBA cant be bothered about the immigrants. They treat them as cash cows to be squeezed of the last drop as much as they can.
