Unfortunately the refusal is justified as if you are convicted, you would need to wait for 3 years until the conviction passes away. I have a similar experience of a relative and we have had to wait 3 years for the conviction to go.
You might have to wait until the date they have specified.

You'll be fine!!

There are no such rules that a Tier 2 holder's ILR is in any way affected because of a property bought/owned by them on mortgage or otherwise.

Would be good if you could link to this so called regulation?

Was a Tier 2 dependant, now on ILR with a mortgaged property.

Looks unlikely to me. On the basis of the first time, i.e. snce 2009, you would not be eligible as you have a gap between June 2010 and Dec 2010 if it is over 6 months. The salary requirement would be checked at the time of making the ILR application, so technically the most recent pay slip should reflect 35K salary. CR001 is a senior member so he can advise further on this. However, as far as I know PSW or PSW dependant visas do not count towards the ILR. It depends on how big a jump in salary it is. If it is within the range of most reasonable salary jumps people get every year, then you don't have to.

Anything like 15- 20% above is a big jump and hence should be reported.

If you've been caught twice for driving without insurance, there is a likelihood the UKVI will take this as not complying to the good character test.

Hence, you may not get it approved.
