This should be fine, I dont see any problems as you are the parent and the main applicant is in the UK. There is no rule that says only main applicants can travel with their children, so don't worry. And for children under 18, they CAN travel alone as Unaccompanied minors, if you wished...

She cannot switch to a dependant while in country, she has to apply as a dependant from her home country.

You can send them all in one envelope, I have done this in the past. You may need to have a cover letter explaining this, and requesting they consider the application after a decision is made on yours as the main applicant. The documents included seem ok.

He was born outside the UK, Vinny, so it appears that it's the VAF4 route.

Any ideas/ advice on the second question, as he will have spent time outside the UK which would take him beyond the usual residency rule ?

If you went to court, then I would generally suggest you declare it, in case the consequences are that your ILR is declined due to failure to declare /deception. I am not sure if you must declare all traffic violations or how long these take to be spent; check guidance in case its a spent violation....
