I have a doubt on this.

Does employer have to go for defined COS for PBS dependant or Undefined COS ?

As the PBS dependant is applying with in the UK.

There looks to be a way around to apply all three at the same time as the application asks all relevant questions. He will have to loose job if he decides...

This will usually be positive, otherwise you should have been intimated for additional documents or they would have asked you to come for interview.
