My citizenship ceremony was on 20th Oct and I've received passport on 27th Oct (within a week)

yeah you are right, you should send your BRP just after receiving citizenship certificate.

Finally... we've received ceremony invitation letters from home office today. Waiting for group ceremony invitation letter from council. :)

That is why I'm confused, because there is no mention about birth certificate for Tier 1 dependants born outside UK in the rules and policy guidelines, though it is required for Tier 4 dependants.

Not sure about phone bill and NHS, When I received mine, I left my bank statement with my room mate to collect the parcel and it worked.

Yes, dependent's BRP comes in separate envelop/delivery.

You can show the bank statement on same name or passport.
