Have you checked in status inquiry on OCI website. I did not receive any email for acknowledgement but status changed after few days of submission.

You can check the status of your application on Passport seva website. The same online page where you filled application form. You can click on your application and it will give you an option of check status.

Well, they can make it clear at the time of application. They ask for any current or expired passport which has not been cancelled, so you cant surrender first before application.
