I am planning to ask HO to return my EEA husband's passport. Do you need to give a good reason for that? Like go abroad or go for holiday? Or you can just ask them to return the passport with no reason.

But its good practice to engineer your life to generate the necessary papertrail to meet requirements for this application (and the next) ahead of time in order to avoid last minute panics and scrambles. They don't need PR.
Depending on DoB they are either British now (shoot for passport);
or else entitled to register as soon as one parent acquires holy grail of PR; (apply passport later).

For example, if they were fortunate enough to be born in UK (before you were settled) they don't need PR as once a parent is settled they may be registered as British citizens.
