I don't think the admin review is going to help much as HO is correct in refusing your application for more than 28 days overstay. What is the reason for this gap and what evidence are you presenting to support your case?
You will be covered during the appeal process and will be eligible to work but will not be able to leave the country once your visa expires.

The booklet says application will be refused if conviction was within last 3 years so I believe its the date when court handed the order, not from the date of traffic contravention so you need to wait until 18/12/2017 but check from other sources too, thats just my estimate.

Do not change names until you get your OCI (if you plan to apply for it). Manka10, Can you please explain why? Changing names before completing the process is not advisable. E.g. Do not change names until you get your OCI (if you plan to apply for it). Your name cannot be changed on the Indian passport as you are no longer an Indian national and your Indian passport must be surrendered asap

You can keep the Indian passport and also use it to travel to India for up to 3 months after naturalisation without attracting any penalties You need a copy of British passport to surrender the Indian passport so surrender process cannot be initiated before applying and acquiring a British passport ...

Here the actual case is of ignoring court summons and possibly contempt of court which can result in a criminal charge attracting a prison term, no matter if it is due to a civil issue. It has nothing to do with acquiring British Citizenship, it is simply an estimate of the balance between people leaving and arriving into tge UK.
