Raj, I don't think you need covering letter. Frankly I think covering letter is only needed for complicated applications, where there are more documents/ explanations required. For ICT T2 the case is not complicated unless you've not breached a law(like some Traffic Rule) or some civil case is there...

James, I don't know what you mean by (the sponsor BC), I have sponsored my parents for visitor visas and have been successful several times, but I'm not sure if UKBA will be keen if you are not able show that your sponsor(in UK) is able to take care of the visitor, if he has sufficient accommodation...

What are the processing times for appeals? I guess it would depend on when the Tribunal takes up your case right..Understand that we can give submit the original bank statements of Jan and Feb available now with us predating refusal date.
