You got PSW on the basis of HND? If you are getting admisson in an under-graduate degree (i.e NQF level 6 or below) than you cannot bring dependents with you. If you are getting admisson in a post-graduate diploma/degree (i.e NQF level 7 or above) in any university than you can bring dependents ...

Regardless of where you apply you can't bring your dependent if you are doing a bachelors degree unless you are government sponsored.

That's correct, because of her stated intentions as indicated by you. If she was out of the UK (on a visit) but with the intention to return in a reasonable period and continue as a PBS migrant, that would be a different matter to discuss.
