I applied on 17 April and had not received a biometrics notification by 14 June. After that I called the UKBA and was told that the letter had been issued for me on 2 June. As I never received it, I requested another one which apparently takes 10 business days to generate.

Applied on 17 April with next day delivery, visa fee charged to credit card on 15 May.
