Thanks for the reply, So they discount the overtime? Dont they take the lowest month and add up the overtime, divide it by 6, then add the average for 1 months overtime to the lowest month, then multiply by 12? If they count overtime as the guidance says, then how if they only take the lowest month...

It would need to be 6 months of consistent overtime with the payslips showing this. Any payslip that has a lessor amount is the one that HO will base their calculation on. I would recommend to get in touch with NCS and inform the council. I am very surprised to know that NCS suppose to check all that and that's why you paid them.
