Referee and British Citizenship

I was wondering, does Home Office normally contact the referees in the Citizenship application ( when the application is AN and is done from UK)

I ask this because they have not contacted either of the referee for my wife even after 3 months of application

Have you been fined by the court anyttime in the last 5 years ?

Honestly, now I have no idea what you are talking about. Please explain the timeline in details, and maybe someone can help.

( you first say, you have just got the notice from a bailiff, and you already have the ILR before that, then you say the conviction is an old one. Which one is it, really!!!!!)

In my humble opinion Conviction happens when the court awards the fine. So, 1. When you applied for ILR you had no conviction, so you did not lie 2. FPN has no spent period - it is not a conviction (unless a fine was awarded by the court)

You shouldn't have more than 1 FPN in the last 12 months. The FPN in 2007 is irrelevant (assuming you didn't have a fine awarded by a court).
