Given that she probably had her initial EEA residency status in 2011, then she almost certainly also falls under the McCarthy Transitional Arrangement. If she is covered by the CTA, then even if you had acquired British citizenship before she had acquired PR it still would not have affected her.

I was in the same situation with my children (aged 12 & 14 at the time). I enclosed a letter from their school saying they were enrolled there as students, which worked fine.

I personally agree with Richard W. The main purpose of the Family Permit is to give Visa Nationals (those requiring visas to enter the UK) something to show the airline so that they'll be allowed on the plane to begin with. She should be able to cover that gap by claiming self-sufficiency based on spouse's income. That is identified as a means of exercising treaty rights in some of the HO directives I've read. I don't recall if that requires the person to have health insurance or not, however.

Mystery solved. I've been referring to the current EEA(PR) form. Somehow I got it in my head that your spouse was also applying for PR, not the RC. So yes, on the EEA(FM) form the two sections are exactly reversed, and sec.10 is the non-British EEA.
