If you are fined by the Court, then you have an unspent conviction and ILR will not be granted. Your husband should apply for ILR and then you should apply for FLR and it doesnt matter if you have unspent conviction.

Sorry I should have mentioned this earlier, I have got an unspent DR10 conviction so will not be able to apply for ILR until end of first half of 2014.

Also will I be able to apply for FLR on the same day my wife gets ILR at the PEO, or will I have to wait until she receives her BRP card.

check the above link. you should use the date when you were granted your HSMP Visa, but I am not sure how you would be able to apply for ILR when your visas were just issued on 20th July 2012.

I am not an expert but don't you think that you have submitted documents which may not have been required. I guess you have over done the application and have left the CW confused, but if you meet all the requirements, you shouldn't worry but just wait.
