Yup. Am Positive. Called the VFS helpline to make sure, but they weren't certain either. Took a chance and went along to the VAC, and my passport was ready for collection. I'd applied for a family visit visa earlier. It was denied because I hadn't provided certain documentation. It was quite a shock :-(
I suppose that's why my husband and I chose to err on the side of caution. :-p
