I guess PCN's are usually issued on the car, not on the person name and anyone can be driving the car. Till the time you paid it you should be fine. You need to do some research on this as I'm not 100% sure

Not sure about PCN or FPN but if you are really concern about police warning probably you can get SAR Subject access request from national police database. Which will give you everything on the records . Its can take 28 days.

It is 24 months of employment under transitional arrangements as the requirement is EQUIVALENT of two jobs being created. So there is no requirement to create two separate job positions.
