Nhs access for tourists

Hi

My parents would be traveling to the England on a tourist visa, they will carry a travel medical insurance.

Question
For general medical issues that need gp visit - are visitors allowed access to out of hour gp or walkin centre ? Do one needs to pay or its free.

Related to above topic you mentioned uk national passport and marriage certificate will be enough to apply for eu national spouse visa.
