It needs to be issued from a recognised Court or legal authority. A declaration from a mosque wouldn’t be sufficient.

Because you have lots of PCN it is safe to declare them otherwise it might count deception and 10 years ban. You need to complete the divorce here. A lawful marriage which takes place in another country is legally binding here (otherwise you wouldn’t have qualified for a spouse visa).

As both of you are resident in the UK proceedings need to take place here.

No further action means that no proceedings are to be brought against you. You have not been found guilty (therefore innocent), it has no affect on your citizenship application. The truth is there is no records of these PCNs against you so to say as long as they are paid and they did not result in court enforcement. You need to declare road traffic offences apart from speeding and parking tickets dealt with by way of a FPN. How will you be paying yourself out of the Ltd company, lots of contractors I know take out the bare minimum in monthly salary to minimise tax liability.

Ideally you need to show payslips showing your salary is over £18,600.
