IELTS general is much easier than Academic.
You can find lot of free study material in the internet. use google.

In my opinion, only the awarding body needs to issue the letter.
Awarding body in your case is the University and is not the college.

You are taking a risk if you enclose a letter from college and the best case is to make an attempt for IELTS. IELTS general is not that tough.
