I don't know of any PC compatible 3rd edition book that you can buy, but my PDF 3rd edition book came free when I bought my online test training package from these guys. I was able to download all the chapters in PDF format on my computer and then read them on my computer.

The name of the book is 'Life in the UK: A Journey to Citizenship'. Currently people have to study chapters 2, 3, 4, 5 and 6.
