How do find out if the mosque is authorised to do the nikha.

Can i get this nikha nama register in union concil in pakistan.

Thanks Asim but one thing i dont understand its on the mosque rigister and got a stamp eswell. Normly nikha nama is accepted from pakistan this one is english.ease if you could help me little further
