I believe the passport application form actually asks "how long have you known the applicant" and you need to fill in the years and months. The 2 years is only mentioned in declaration you sign. my understanding that in the guidelines booklet it asks the countersignatory person to state that he knows the person for more than 2 years and this is what that person signed and stated,they did not ask how long he knew the applicant,i would imagine that this person wouldn't make such a mistake at ...
