Thanks for your reply, I don't have an international DL I am afraid.

The Gov website doesn't mention anything about ARC cards.

I am just wondering if I can fill in the form and post it to DVLA along with other documents.

Thanks but does this apply for a spouse of British Citizen? Yes, it is 5 years before a spouse of British citizen can apply for Indefinite Leave to Remain and then British citizenship for themselves. Apply for an extension on FLR(M) before the visa expires and spouse will need to meet the standard and financial requirements.
