I`m happy you find my question amusing. I had a serious (non-allergic but practical) reason for the question. Paper wears and tears within a few months (even with moderate use)... and the plastic thingy is more durable and fits into any wallet or cellphone wallet along with credit card and driving ...

None of these authorities have anything to do with your citizenship application. You do not need to hold a job in order to apply for british citizenship. And if you claim any benefits it will in no way affect your citizenship application. There are subtle difference between the two. The main one is that PR is obtained under the EEA regulations and ILR under the UK domestic rules. For naturalisation purposes, they are the same.
