I cant switch even if i am Syrian and i cant return to my country due to the special situation and revolution inside the country????no exemption for me?

I am a doctor , I want to switch from visit visa(business-c) to tier 2 visa after getting job with sponsorship letter.remarking I am syrian ist possible to do it inside the uk,and how long it usually takes?
