Big NO You can send your documents if you apply on Jan 2020 If you apply before you need to send yours + Your ex EEA family member. for example : If you apply in 2014 Aug you must send EEA national exercise treaty right until divorce finalised. I suspect the EEA4 will be refused (as he didn't exercise treaty rights for 5 years). If you are lucky and it will get approved, you can apply for citizenship 1 year after PR card date of issue without showing the treaty rights evidence again (so no questions rised). I see.
