ban.s, I would have preffered to go over and collect in person and be done with it. Rather than risk my passport by post and sit and pray that either the HCI or the Royal Mail do not goof up. Declare it and apply and you should be fine.
This is a civil matter not a criminal one.
The impact is directly on your credit rating.
The fact that you are attempting to repay via instalments is a plus for your integrity.
Non-Disclosure will prove to be a serious ground for refusal.

That is correct. While the total absences is well below the discretionary limit, in the last year you have more than exceeded double the 90 days limit. Did you get ILR or a sticker called ILE (I live in England) :D
You Can Apply after 1 year from Oct 2013 i.e Oct 2014.
Remember not to exceed 90 days outside UK in this period.
