You can only switch from Tier 4 to Tier 2 if you have successfully completed and been awsrede a UK degree. Study Abroad programmes rarely lead to a qualification from the UK university so it will probably not benefit you unless you hold a UK degree already.

it may be possible to do another Masters but you would have to justify to the institution why you need to do another programme at the same level. The UKBA usually see progression as a straightforward path through the different level of courses, but highly trusted sponsors can argue academic progress...

If she's been informed her visa is being curtailed it's too late. She should have submitted a fresh application in the UK before this. She'll have to go home and apply for entry clearance.

5 Year Cap

The dates that should be calculated for the cap is as UKCISA advises. Your institution should only be including the periods of study and not the extra time granted at the beginning and end of your visa. You can refer to the policy guidance to see the extra time given according to the rules.
