Visit visa from India

Hi, I have applied for my mom's visit visa in March 2013 and it was refused with insufficient evidence. I have reapplied again in December and documents sent back within 4 days which I have not received yet. Does it mean its refused again as its too quick?

Thanks a lot Ban.s.... Finally Mom got her Visa by a week...What would like to mention with my experience is Concentrate on home ties documents along with sponsor document.
