Garda can ask whatever they want. Date of Application: 22 November 2018
Date of Acknowledgement letter sent: 05 February 2019 with request for proof of address with both names.
Date of Stamp 4 received: 28 February 2019
Date of final approval : 13 June 2019 (Received through post on 18 June 2019)

I applied using EU1 form as spouse of an EU Citizen on the 22nd of November 2018 and received the temporary stamp 4 letter on the 5th of February, I think you just have to wait, They'll eventually get round to doing it.
