How about if you apply for European Health Insurance Card (EHIC). NHS is issuing it free of cost if you qualify. I think if she is NO more studying at the time of application, she will not be considered a student. So, CSI will not be required.
CSI will only be needed if sponsor of an application is a student or self sufficient at the time of application.

where you get overseas documents translated

Best source is the translators in the country of that language's origin and then getting it notarised/attested.
UKBA highly acknowledges the translation of documents if attested by that country's local embassy/consulate in UK.

They dont take the payment in 2 situations:
1- There is something missing in application.

2-They will deduct it after you have been issued a COA. A transaction named "EURO" will appear in your statement.
