I have spoken to solicitor who was advised us to apply for a civil partnership which we have done but i don't know what will happen next. I'm aware that this could take years and really the only option he has is to go back to his country and re-apply to come back to the UK but i'm scared they won't...

They usually don't even look at your application when they debit account. Usually the nearest time they will look at your application is 1-2 weeks time away from the date they debited your account.

Greenie, it looks like there are some people who are desperate to get PSW by any means possible.

I think this strategy could very easily lead to false deception and ban of 10 years.

Maybe I'm wrong but it looks very much like it.

You need to provide cover letter with you application, explain your situation in it and provide some hard evidence from the bank, like letter from the bank about it. I would treat it very seriously because there are many people who were refused visas because of maintenance funds.

I think the fact that you did not put this number is not bad on its own. If they find out about work, this is what is bad.
