ILR is "indefinite", same as "no time limit", no restrictions, subject only to the two year absence rule, i.e. it's lost after two years away..

My reading of the quote is that refers to the application date - an interview is just that, part of the review process.

The requirement is to have the copy of your ID document certified as a true copy.

As your spouse has Settled Status already you should also apply for that, you will receive pre-Settled Status as you haven't completed five years yet. Validity of the B1 certificate is two years so you will have to take another test. EEA PR applications don't have the English requirement, as you said.
